Counterproliferation Analysis and Planning System
Counterproliferation Analysis and Planning System (CAPS) provides military planners with analysis and tools to plan and conduct missions against facilities that support the production of weapons of mass destruction (WMD).
- Subject Matter Experts: CAPS personnel are subject matter experts in chemical, biological, radiological, nuclear, and missile (CBRNM) related topics and provide in-depth engineering analysis of capabilities and processes. CAPS applies software development and visualization expertise to deliver information. The CAPS website is accessible via multiple networks.
- EleCent: CAPS EleCent is an object-oriented database used for CBRNM infrastructure identification, force protection, and humanitarian assistance/disaster relief.
- Reach-Back Capability: CAPS personnel answer technical questions to time-sensitive requests for information (RFI).
- 3-Day CBRNM Workshops: CAPS CBRNM basic and advanced workshops are available at your site or at Lawrence Livermore National Laboratory in Northern California. Workshops can be customized based on customer interest.

Since 1995, CAPS has provided military planners with an exceptional planning tool to conduct missions against facilities that support the production of weapons of mass destruction (WMD). CAPS may be accessed through any of the major classified military networks. CAPS engineers provide in depth assessments of WMD facilities to include isolating critical nodes, assessing the potential for collateral damage from interdiction attempts, and quantifying those signatures that can reflect real time operations going on at selected sites. The engineering staff at CAPS also provides a daily technical reach-back capability that responds to requests for assistance from troops presently engaged in combat.
Conflict Simulation Laboratory
LLNL’s Conflict Simulation Laboratory (CSL) enables high-resolution, data-driven conflict simulation for U.S. military, domestic, and international partners. CSL has provided state-of-the-art simulation and modeling tools since 1974:
- Joint Conflict and Tactical Simulation (JCATS) is a discrete event, constructive simulation that simulates effects-based, entity-level conflict scenarios. JCATS may be used stand alone or in federations using High Level Architecture (HLA) or Distributed Interactive Simulation (DIS) bridges.
- JCATS Low Overhead Driver (JLOD) is a multisided, white cell simulation tool that models force interactions on a global-level down to the individual entity. Together, JCATS and JLOD enable world-wide conflict simulation with high-fidelity simulation in targeted areas.
